    The Fourth Mumbai Plan is part of the government’s broader vision of planning a new and fully integrated urban hub that adds to the strength of the existing Mumbai Metropolitan Region. The cluster will be home to India’s largest draft port at Vadhavan, a greenfield international airport, the bullet train station and new road infrastructure. These infrastructure works will help the creation of a global industrial and financial gateway within Palghar district.  The Fourth Mumbai vision is poised to emerge as a strategically significant addition to Mumbai’s existing economic prowess with residential, commercial, and social development projects being added in a planned manner. Once put into action, Boisar will become central to this region’s development and transformation given its long-term economic and logistical advantages.

    Boisar is already recognised for its manufacturing and heavy industry businesses backed by development driven by its perfect location, already established industrial base, and rapidly improving connectivity. The Fourth Mumbai Plan will take Boisar to the next level with an ambitious urban and infrastructure plan under which the Maharashtra government will create a new city around the upcoming Vadhavan Port in Palghar district. Designed to be a fully integrated yet modern urban landscape, the project seeks to decongest Mumbai while catalysing economic growth through world-class infrastructure. With the port envisioned to be three times the size of Jawaharlal Nehru Port, a new offshore greenfield international airport, connectivity to the industrial belt heading into Gujarat through the Mumbai–Ahmedabad bullet train, and improved highways and coastal roads, the Fourth Mumbai is poised to become a global gateway destination.

    Boisar’s holds significance to the success of this plan. As a town that hosts Maharashtra’s largest MIDC zone, comprising several units across sectors such as steel, PVC, and plastics, it offers a ready ecosystem. Besides abundant employment opportunities, Boisar also attracts workforce migration, adding to the town’s economic relevance.  It’s inclusion as a major stop on the on high-speed rail corridor helps in offering future linkages to industrial zones, the port project, and regional tourist destinations like Kelwa Beach and historical forts.

    Its proximity to NH-48, the planned Delhi–Mumbai Expressway, and strong Western Railway links position Boisar as a key to connecting Mumbai with Gujarat and beyond. And despite these advantages, Boisar offers better property rates in comparison to Mumbai’s crowded suburbs plagued with urban congestion.
